New Resident

I'm new - What do I need to know?

All residents should be registered with the Managing Agent – they will provide you with our conduct rules and assist you with obtaining a remote control.

As a resident / tenant how do I gain access?

Residents of the estate use remote controls to enter and exit the estate.  There is a dedicated lane for residents.

To obtain a remote control, please contact the managing agent.

Where can I get a remote control?

Remote controls can be purchased from the Managing Agent.

How do I update my contact details for the intercom system?

Please contact our Managing Agent to update your details on the intercom (Mircom) system.

Visitor

 

As a visitor how do I gain access?

All visitors are required to provide photo ID.

The resident you are visiting will be called to verify you whereafter you will be granted access to the estate.

Rules for visitors
  • No visitors will be allowed access unless a resident confirms the visit
  • All visiting drivers must present a valid drivers license
  • No visiting driver under the influence of alcohol will be allowed access
  • Visiting vehicles will be required to display a visitors sign on their dashboard.  Security will provide the sign upon entry to the estate.
  • Visitors may only park in designated parking bays
  • Visitors are required to adhere to the 30km/h speed limit within the estate
  • Visitors are required to conform to the conduct rules of the estate

Security

Who is in charge of security?

Rosedale Estate contracts with Phangela Security Services for our guards and estate security.

Phangela has armed response.

What should I do in an emergency?

Contact security immediately.  For medical and other security emergencies, please contact the relevant department (ambulance, fire brigade etc.) directly.

Security will contact armed response as needed.

Levies

How are the levies calculated?
  • The levies are based on the projected budget for each fiscal year.
  • All residents of the estate (Houses, Manor House Development, Villa Rosa and Villa Venezia) are equal members of the Homeowners Association (HOA) and pay an equal levy.
  • Residents of Villa Rosa, Villa Venezia and the Manor House Development also pay a separate levy to their respective Body Corporate.
How much are the levies?

The estate levy (HOA) for the 2020/2021 fiscal year is R968 / month.

What does my levy cover?
  • Security
  • Garden services (public open spaces)
  • Management Agent Services
  • Maintenance (electric fence, streets, parks and equipment etc.)
  • The above is relevant for all residents/members of the HOA.  This includes Vila Rosa, Villa Venezia and the Manor House Development.
  • Villa Venezia, Villas Rosa and the Manor House Development have additional levies.  Contact their managing agent for further details.
What is not included in my levy?
  • Water and electricity
  • Rates & Taxes
How / when do I pay my levy?
  • Levies statements are delivered monthly on the 25th via e-mail and are due 7 days after receipt.
  • Banking details will be included on the statement and invoice.

Refuse (bin) Collection

When are the bins collected?

Bins are collected as per the City of Cape Town schedule

Currently, this is as follow:

  • Normal refuse is collected on Tuesday mornings
  • Recycling (green bins) are collected on Wednesday mornings
Where should I place my bin?

Homeowners should place their bins in the street in front of their house on collection days.  On all other days, bins should be placed out of sight.

The flats (Villa Rosa and Villa Venezia) have designated bin areas, the bins are managed by the relevant body corporate.

Estate Agents

What should I know?

All Estate Agents are required to familiarise themselves with the following aspects of Rosedale Estate:

  • Access control
  • Levies
  • Showhouse rules and displaying of “On show” and “For Sale” signs

Estate agents are also required to inform the management agent of the following:

  • Notification of new tenant/owner
  • Notification of change in tenant/owner details

General

I have a suggestion or complaint - who do I contact?
  • All complaints to be sent to the managing agent.
  • Severe complaints can be directed to the trustees.
  • Suggestions can be forwarded to the managing agent.
How is the estate managed?

The estate is managed by a combination of a committee of trustees in conjunction with a managing agent.

How can I join the Facebook group?

For security reasons, our Facebook group is a closed group.  Any current resident or tenant may request access to the group.  Each request will require you to provide proof of residence whereafter a trustee will grant access.

Note that we do not consider Facebook an official channel.  All official requests should be via the managing agent.

Is there a WhatsApp group?

There is an unofficial street watch group to post security and related notices.

Trustees

How can I contact the trustees?

All communication for the trustees can be sent to the Managing Agent.

How often do the trustees meet?

The trustees meet every month – typically the first Monday of each month.

Are the trustees paid for their services?

The trustees do not earn any income for their services.

Can I also be a trustee?

The trustees are elected each year at the Annual General Meeting (AGM).  If you wish to become a trustee, you may nominate yourself at the next AGM.  Only members of the homeowners association that reside within the estate are eligible to become trustees.  Members are owners of properties within the estate.

Domestic Workers / Garden Services – Access

How does my worker gain access to the estate?
  • All workers must be registered with the managing agent by residents
  • Workers need to present themselves to security with a valid photo ID

Architecture

What are the approved paint colours?
